Media Anti-Corruption Initiative Applauds Customs’ Bold Anti-Corruption Framework

The Media Anti-Corruption Initiative (MACI) has commended the Comptroller-General of Customs (CGC), Adewale Adeniyi, for taking decisive action against corruption by signing three landmark documents: Standard Operating Procedure (SOP) for Internal Corruption Risk Analysis and Mapping (ICRAM), ICRAM Handbook and Integrity Action Plan (IAP).

In a statement signed by MACI President Funso Olojo and Secretary Lod Onyeji, the group described the move as a “pivotal moment in the fight against corruption within the Nigeria Customs Service (NCS).”

The signing ceremony, held on October 6, 2026 at NCS Headquarters in Abuja, also inaugurated the ICRAM Steering Committee, tasked with identifying, assessing, and mapping corruption risks across Customs’ operations.

CGC Adeniyi noted that the framework was developed through collaboration with the World Customs Organisation (WCO) and partner administrations, including His Majesty’s Revenue and Customs (HMRC). He emphasized that the documents provide a practical guide for Customs operatives at ports, borders, and airports to strengthen integrity and accountability.

The rollout follows a pilot program across seven Commands and Units, covering 66 processes in regulatory, core Customs, and support functions. This culminated in a comprehensive Integrity Action Plan featuring: 101 action items and 295 sub-actions, enhanced automation and audit trails, stronger supervision and accountability, clear segregation of duties, regular staff rotations, targeted training programs, and improves controls between officers and stakeholders.

MACI praised this proactive approach and urged stakeholders to support full implementation, stressing that the framework will foster transparency and build public trust in Customs operations.
